When Is A Runner Down? This play is extremely close! The LJ must determine when the runner contacts the ground with any part of his body other than a hand or foot in relationship to the location of the football. Whenever the leg contacts the ground, we need to determine where the football is, especially with this so close to the goal line. LJ rules TD on this very tight play.
